If you receive a 督促状 (tokusokujō; payment reminder) or 納付催告書 (nōfu saikokusho; notice urging payment) concerning National Health Insurance premiums, there is no need to panic, but do not ignore it.
Four things to check first
- Have you already paid? A notice may cross with a recent payment before it appears in the authority’s records.
- Who sent the notice? Check the municipality or organization, the type of premium, payment deadline and contact details.
- Can’t pay immediately? If unemployment or reduced income makes payment difficult, contact the responsible office promptly to explain your situation.
- Beware of suspicious SMS messages or calls. Do not disclose your My Number, bank PIN or verification codes solely in response to a message or telephone call.

If paying the entire amount at once is difficult
Do not simply leave the notice unanswered. Chiba City provides information about payment consultations for people affected by unemployment, reduced income or other difficulties. The response to any particular case depends on individual circumstances.
