Short answer
Pension review for permanent residence is not limited to your most recent working years. The Permanent Residence Guidelines revised on October 1, 2026 state that pension enrollment is considered across all periods up to the application in which the applicant was subject to pension coverage.
Can student years matter?
Yes. If you were aged 20 or over and had an address in Japan while studying, you were generally subject to National Pension. An approved Student Payment Special period is an official deferment; paying nothing without applying is an unpaid period.
How many unpaid months cause refusal?
There is no published rule saying that a specific number of unpaid months automatically causes refusal. However, immigration authorities treat proper fulfillment of public obligations, including public pension, as important, and late payment can be evaluated negatively.
If the document list asks mainly for the last 2 years, are older years ignored?
Not necessarily. Many standard PR application document lists focus on pension evidence for the most recent two years, but the 2026 guideline separately states that pension enrollment status across all coverage-required periods can be considered.
If an old unpaid period can no longer be fixed
Older periods may be outside the normal payment or retroactive-exemption deadlines. A PR application includes a written statement of reasons, so you can explain the circumstances surrounding an old unpaid period. This does not guarantee that the negative effect disappears, but it gives you a way to present the facts and context.
