Short answer
International students aged 20 or over who have an address in Japan are generally covered by National Pension. If your income is below the applicable limit, you may apply for the Student Payment Special System so payment is deferred while you are studying.
Approved student special period vs. unpaid period
- Approved student special period: counts toward the qualifying period for a pension, and can generally be paid later within 10 years.
- No application and no payment: this is an unpaid period, not an approved deferment.
Eligibility is generally based on the student’s own previous-year income, not the family’s income.
If you forgot to apply
You can generally apply retroactively for up to about 2 years and 1 month before the application month. Older unpaid months may no longer be changed into student-special months.
The “10-year repayment” rule applies only to periods that were already approved for the student special system, exemption, or deferment. It does not mean any unpaid pension can be paid at any time within 10 years.
