Short answer
A non-Japanese national who leaves Japan, no longer has an address in Japan, and loses public pension coverage may be able to claim a Lump-sum Withdrawal Payment if the legal conditions are met.
Main conditions include
- You are not a Japanese national.
- You are no longer insured under a Japanese public pension system.
- You generally have at least 6 months of eligible National Pension paid periods or Employees’ Pension coverage.
- You have not reached the 10-year qualifying period for an old-age pension.
- You no longer have an address in Japan.
- You generally claim within 2 years after losing your Japanese address/coverage as specified by the rules.
There is a cap on the amount calculation
For relevant periods from April 2021 onward, the amount is generally calculated using a maximum of 60 months.
The most important warning
If you receive the Lump-sum Withdrawal Payment, all Japanese pension coverage periods before the claim cease to count as pension periods. For example, if you had 90 months, the payment may be capped using 60 months, but all 90 months can be erased from your pension record for future benefit purposes.
If you may return to Japan, may later qualify for a Japanese old-age pension, or may use a social security agreement to total coverage periods, compare those possibilities before claiming.
